My recommendation is use the Arduino IDE and with it's own library to burn the bootloader.

There are several settings that need to be properly configured and Arduino IDE always gets it right.

I also advise to reset the EEPROM as soon as you can with the M502 command. Reflashing the firmware does not reset the EEPROM.
